E-Mail Broadcasting is a perfect tool to promote your website and/or products. But be carefull:

I spent hundreds of dollars for finding a perfect e-mail list program. Finally I found the program of Frank Bauer, which is one of the best. It works fast and is easy to use.

Also take care of offers for "millions" of e-mail lists. Very often a large percentage of that e-mail addresses are not valid anymore.
